Manager, Trade Compliance

CommScope is seeking an experienced and strategic Trade Compliance Manager to join a talented group of trade professionals in managing and developing program strategy, governance, and risk management to ensure alignment with U.S. Customs and Border Protection (CBP), Bureau of Industry and Security (BIS) regulations and internal compliance goals.  The successful candidate will drive cross-functional coordination with supply chain, legal, engineering, and customs brokers to mitigate risk and ensure timely, lawful trade operations. Strong knowledge of CBP and Export Administration Regulations (EAR) is essential.

The Trade Compliance Manager works with Business Units providing guidance and establishing processes and procedures pertaining to Harmonized Tariff Classification (HTS), non-preferential and preferential (Free Trade Agreement) country of origin determination. Collaborate with guidance on other Trade Compliance related requirements across the company.

Key Responsibilities:

• Manage and ensure import and export processes are executed compliantly including, USMCA determinations, US and Canadian HTS classification, Country of Origin determinations, ECCN and process for export licenses and authorizations.
• Establish and ensure written policies and procedures are current to existing processes.  Provide training to various departments on Trade topics including Incoterms, Valuation Methodology example - ensure standard cost meets US Customs guidance on computed value.
• Identify and manage Export Compliance risk by identifying high risk transactions, conduct risk assessments, and implement controls for deemed exports.  Stay updated on regulatory changes from agencies including BIS and CBP.
• Account Owner for Company’s CTPAT program and ACE account.  Complete the annual CTPAT certification process accurately and timely.
• Manage BABA product qualification analysis and certification for the Company’s U.S. manufactured products. Support sales and product management teams in qualification of Company products under the requirements of BABA.
• Work with SAP and GTS IT to support the functionality of SAP/GTS system.
• Provide Trade Data analytics to business leaders for import and export transactions.
• Cross-Functional Engagement including collaborate with global sourcing, procurement, logistics, tax, and finance teams to ensure compliant operation of import and export trade responsibilities

• Audit and Documentation Management
• Coordinate internal self-audits and readiness assessments to ensure ongoing compliance, documentation availability, and audit preparedness.
• Overseeing proper documentation and record-keeping.
• Act as the lead liaison for CBP audits, informal and formal inquiries related to import entry compliance, working closely with management, legal counsel, operations, finance, engineering, customs brokers, and external advisors as needed.

• Operational Excellence & Continuous Improvement
• Ensure end-to-end tariff management compliance across sourcing, shipment, and customs declaration processes.
• Monitor changes in regulations, customs rulings, and case law that impact entry compliance trade areas including, tariff implementation, customs valuation, classification, country of origin.
• Partner with regional and site-level compliance staff to monitor local adherence and support corrective actions as needed.
• Other Responsibilities: the successful candidate will be asked to perform other trade compliance-related duties as needed.

Minimum Qualifications: Education, Experience, Skills, Abilities, License/Certification:

• Bachelor's degree or greater and a minimum of 5 years of experience in import and export trade subjects including Valuation Methodology, Origin Determination, USHTS and ECCN Classification, Complete Auditing of Export and Import Transactions (Purchase Order to Payment).
• In depth understanding of CBP regulatory framework, including customs valuation rules, tariff management and mitigation strategies, and audit procedures.
• Minimum of 5 years of experience in U.S. customs valuation, FTA and Value Reconciliation and Duty Drawback.
• Demonstrated knowledge of US import and export laws and regulations and ability to interpret regulatory information.
• Experience leading cross-functional teams and driving change in a complex, multi-level organization.
• Strong leadership skills with excellent interpersonal and management skills; frequent interaction with Business Leaders, Manufacturing Facilities, Legal Services, Global Purchasing, Marketing, Corporate Accounting, Corporate Tax, Corporate Auditing, outside counsel, and government officials.
• Demonstrated experience with broker management, audit responses, and documentation controls.
• Proficient in ACE Reporting and using analytic tools including Business Objects, and Microsoft Power BI
• Excellent written and verbal communication skills, capable of influencing and engaging stakeholders across multiple levels and functions.
• Bilingual (English / Spanish) preferred.
• US Customs Brokerage License highly desirable.

Our salary ranges consider a wide variety of factors, including but not limited to benchmarking by independent third-party consultants, skill sets, years of experience, training, education, geography, and other business needs. Depending on experience, the range can be higher for candidates with exceptional experience and a demonstrated history of successful performance. The expected salary range for this position is $118,00 - $153,300.
